Perverse Rewards
The local "news"paper reports here on a York council scheme to give extra incentives to council tenants to pay on time and other such things.
These incentives seem to be in the form of money or money's worth vouchers and other goodies.
Only council tenants will be the recipients of this largesse as there is no mention of extending it to all Council Tax payers i.e. the poor people who actually have to fund the largesse.
What a load of twaddle! What the council need to do is follow the example from the private sector, and have some form of deposit. If people leave the property in a poor state then it comes out of the deposit, if they leave without 4 weeks notice then they'll forfeit the deposit and so on. If they pay late then money (as a fine or interest) could be subtracted from the deposit, which they would then have to top up.
If they fail to pay then they get evicted. Simple in the real world, but in the "fairy land" world of the public sector no, we must give prizes and rewards for what should be the norm.
I wonder what my bank would say if I asked for a prize or reward for paying the mortgage on time?
